On Wednesday, September 12, 2018 a delegation the NGO PLANETE PAIX, Mr. President Achille COMOE, and the Communication Manager IBO Annick, was received in the premises of the High Authority for Good Governance at its headquarters located at the Riviera 4 Golf. This meeting is part of Young Champions Summit initiated by the NGO and whose Season 2 will be held on November 15, 16, 17, 2018 in CΓ΄te d’Ivoire. The discussions turned around the internship and panel modalities. Indeed, the High Authority for Good Governance is part of the instruments set up by the Ivorian government as part of its national plan to fight against corruption. It was created by Order No. 2013-660 of September 20, 2013 on the prevention and fight against corruption and related offenses. The High Authority for Good Governance is an independent administrative authority with legal personality and financial autonomy. It is under the authority of the President of the Republic. It has jurisdiction over the entire national territory. It carries out a mission of prevention and fight against corruption and related offenses.
As such, she is responsible for:
- Developing and implementing the national anti-corruption strategy;
- Coordinating, supervising and monitoring the implementation of prevention policies and the fight against corruption
- Periodically evaluating the instruments and administrative measures to determine their effectiveness in the field of prevention and the fight against corruption
- identifying the structural causes of corruption and related criminalization, and to propose to the competent authorities measures likely to eliminate them in all public and parapublic services
- Advising on the prevention of corruption to any natural or legal person or any public or private organization, and recommend legislative and regulatory measures for the prevention and fight against corruption
- Contributing to the moralization of public life and consolidate the principles of good governance, as well as the culture of public service
- assisting the public and private sectors in the elaboration of rules of ethics
- Educating and sensitizing the population on the consequences of corruption
- Ensuring that all public institutions have effective procedures manuals
- Disseminating the texts relating to the fight against corruption
- Investigating corruption practices
- Identifying the alleged perpetrators and their accomplices and initiate prosecution
- Collecting to centralize and exploit the complaints and complaints before it
- receiving the reports of inspections and audits of the bodies and structures of control and detection of the State in the fight against corruption
- receiving heritage declarations
- refering the competent public prosecutor to the public prosecutor
- Ensuring the strengthening of intersectoral coordination and the development of cooperation with bodies involved in the fight against corruption, both at national and international level
In the context of the missions mentioned in point 4 above, the High Authority for Good Governance may request public or private administrations, institutions and bodies, or any natural or legal person, for any document or information that is considered useful. The deliberate and unjustified refusal to communicate to the High Authority for Good Governance the information or documents required, constitutes a breach of obstruction of justice.
Thus, in a practical way, the participants will be able to benefit from the experience and the know-how of this Institution during the program in term of internship and through an expert-panellist.
