Established by Article 32 (4) of the Constitution of 1 August 2000, the Independent Electoral Commission (IEC) was created by Law 2001-634 of 9 October 2001, as amended by Law 2004-542 of 14 December 2004, and subsequent decisions that are: Decision 2005-06 / PR of July 15, 2005 and Decision 2005-11 / PR of August 29, 2005. This law has undergone two other modifications by the law 2014-335 of June 18, 2014 and the law 2014 -664 of November 03, 2014. This tool of democracy wanted by the actors of the social life was very quickly disputed for its management of the electoral thing. The IEC has long been taxed by some of the partisans. Others felt that its current composition could not guarantee a climate of trust.
